Does qad_doc2xml is based on the XSLT technology?
Is it possible traslate the rule file in a XSL document to be
processed by an XSLT processor?

no, it´s not based on XSLT, it´s "self made". The software was
developed in June 2000, many year before MS-Word supported XML (and
XSLT).
